OK, maybe a 3.5. Pluses and minuses, here we go...
First for the bad news. I ordered scallion pancakes as I haven't seen those on any Chinese restaurant menus lately. I know that this can be a somewhat greasy dish, but there was too much for my taste. I ate half and saved the rest for microwave reheating later. The reheat portion came out better.
I also decided to use the order function here on Yelp to place my order. Went fine until the very end when I went to pay and only saw a quick reference to Visa, which was kind of a surprise since I don't recall providing Visa information to Yelp for this purpose. When I went to pick up my order, I tried to pay, but the gentleman at the place said it came across as "prepaid" - he showed me and there was no reference as to how it was paid. Haven't seen it charged to any CC yet either and it's been a week. Black hole... though not the establishment's fault.
Good news. The guy at the restaurant who facilitated my order and talked to me about the payment was pleasant and helpful. He was my only point of contact at the place and left a good impression.
For my entree, I ordered sweet and sour pork, which I haven't ordered in an eternity, but seemed like the best option after a review of their offerings. Now, after having had a greasy appetizer, I was expecting the worst with the entree, but not so. No signs of grease on the pork at all or in the box it came in. The sauce and veggies were nicely packed separately as was the rice. Pork pieces were small, but plentiful. Would have preferred a slightly thicker sauce, but that's personal taste. Overall, a great dish and good value too. Thumbs up on the main course.
I have a "go-to" Chinese place and my experience at Luo's won't change that - but I likely will come again to mix it up a bit every so often. -

What I have to say about the establishment is Simple much like the food, It was Lack Luster at Best.
The Biggest concern is that while sitting in the Back Booth on the Left Hand side to be precise, I see a well fed MOUSE Dart across the dining area, I flagged down the Guy that was taking orders in the front and bring it to his attention, He wasn't shocked or surprised at all, He Reassured me that a Mouse darting across the floor wasn't uncommon and that he catches them all the time!! He also reassured me that Not to worry it's not his fault because the building is OLD and the ongoing construction work is whats stirring them up!! But once again rest assure because He also eats the same food we were expected to eat!!!
For all his assurances and apologies for this Mouse Sighting I was only expecting to pay for 50% of the Meal, I guess the He will Bill the Rest to the MOUSE who interrupted the Meal. Should have know something wasn't right if they have a copy of the Clean Standing of the restaurant at each table!!!! Not sure when that inspection took place obviously wasn't today!! -

Food quality is very inconsistent! But the real deal breaker here is the lack of customer service. Specifically the gentleman who takes the orders and calls. He is very rude most of the time...not just to me but I've witnessed to others as well!( Overheard a conversation at FFC of people complaining about the same thing)Once, a friend and I ordered to go in the winter. After ringing us up, he tells us we can leave out and come back in 15 mins Umm, sir, it's freezing out and there are chairs in a waiting area up front. Who said we needed to stop anywhere else?
Another time, I ordered some beef bfried rice to go. Once home ( which was a 20 min walk), I noticed the rice was visibly burnt and reeked. Called and explained and he proceeds to ask me to walk all the way back with burned food to prove it was burned . I asked instead for credit for another time, he said I would still need to show him the food. Why would I, the customer just lie. Asked him to deliver a new one to me free of charge and he can take it with him.
BOTTOM LINE: The food is cheap for a quick meal but the food is truly a hit or miss. Unfortunately, the rudeness has turned me away. Too many other options in the area to deal with that. Hopefully he reads this and think twice. -

Ecellent service and great tasting food. Egg rolls were perfect with fresh vegetables inside. Singapore noodles had the right amount of spicy and noodles were not dry. Shrimp chop suey was flavorful with lots of shrimp.

The crispy pan fried noodles were none of the above and flavorless. Also ordered beef and twice cooked pork just okay.
You know a restaurant is meh when you have to recook the dish at home to make it edible.
